In order to cater to the requirement staff/employees of various Departments of Government & Heads of Department & with an ever increasing number of candidates appearing for the competitive examinations Odisha Staff Selection Commission was set up in 1994 with mandate to conduct & regulate the recruitment examination under the provision of OSSC Rules, 1993.

The function of Odisha staff selection commission has been extended from time to time and now it has been vested with authority to conduct recruitment examinations & recommend selected candidates for General/Technical/Non-Technical post of group-B & C (Non Gazetted) service for Departments of Government of Odisha & Heads of Departments under the state government for appointment.(OSSC recruitment 2024)

1. To recommended suitable candidate to Departments of Government & Heads of Department government in an objective and transparent manner for group B (Non gazetted), Group C posts/services.
2. To develop & adopt recruitment process enabling recruitment of manpower conductive for good governance under 5T Carter.
3. To ensure total objectivity, impartiality & accountability in recruitment process.
4. To recommend suitable and as for as possible adequate manpower against the requisitioned posts in time to the requisitioning authorities (OSSC recruitment 2024)

The Chairman is vested with the administrative, financial and statutory authority to conduct the business of the Commission. He is required to ensure due diligence on the part of all functionaries to maintain high standards of objectivity, confidentiality and efficiency in discharge of duties. The Chairman and the Member together oversee the conduct of various written examinations and viva-voce tests, and declaration of their results.

Secretary exercises the administrative and financial powers of Head of office and represents the Commission in all meetings and reviews and in all Court cases. He is responsible for implementing the decisions of the Commission; and for disclosure of information under the RTI Act. He is responsible for carrying out the entire process of conducting the recruitment examinations including setting of question papers, and publishing the results thereof, besides all necessary and associated functions under supervision of the Chairman.

Joint Secretary/ Deputy Secretary/Under Secretary/ has been nominated the First Appellate Authority under the RTI Act and the Contact Officer in respect of OLA matters. She deals with matters relating to timely compliance of all Court and Tribunal orders, and is responsible for timely preparation of counter in court cases; and for appropriate compliance of audit.

Under Secretary/ Administrative Officer deals with all establishment and litigation matters and is the Officer-in-charge of the stock and stores and official records of the Commission. He is the Assistant Controller of Examinations conducted by the Commission, and is the PIO under the RTI Act. He deals with all complaints and allegations. All tender and procurement matters are handled by him.

Accounts Officer is responsible for keeping accounts, timely rendering of accounts and related returns every month. Regulates the sanctions and financial approvals, and drawal of bills in the Commission’s office. (OSSC recruitment 2024)

Private Secretaries are the officials attached to Chairman & Members of the Commission to assist them in various official works.

Section Officers (SOs) are basically the Branch Officer in charge of various sections of the Commission such as Examination, Accounts & Cash, Stock & Store etc. Assistant Section Officers (ASOs) are the assisting officials and they are accountable to the section officers in execution of day to day office work. Junior Assistants are the base level ministerial officers attached to ASOs/SOs in carrying out office orders for smooth functioning of the official works. (OSSC recruitment 2024)

Statistical Assistant/ Tabulator of the Commission are the official basically deals with preparation of various statistical data relating to the Commission and assist the Commission in tabulation of results and various related activities in the Commission.
